Residents said it appeared the shooting was unprovoked.
“It’s sad a person can just come up and shoot somebody’s son,” said one resident who did not want to be identified. “It’s senseless.”
The PCPD investigation revealed four men fled the scene in a blue, late-model Grand Marquis. PCPD officers located the vehicle at 15th Street and Balboa Avenue and initiated a traffic stop at the Royal Arms Garden Apartments.
Royal Arms is across the street from the Bay District Schools headquarters. A School Board meeting underway at the time was temporarily adjourned because of safety reasons.
Three of the four suspects fled on foot, while a fourth remained in the vehicle. After a search that involved police dogs and a helicopter, three suspects were captured. Two were arrested and one fled on foot after retrieving something from the back of the vehicle.
