Lynn Haven might outsource inspections, permitting

LYNN HAVEN — The Lynn Haven City Commission Tuesday will consider outsourcing building inspection and permitting services.

The city received two bids from EP Consultants and Gordon and Associates LLC. EP Consultants had the lower offer: 75 percent of permit fees and $75 per hour on anything not related to a permit.

City Manager Joel Schubert is expecting to save some in salary, with an inspector usually receiving $40,000 per year not including benefits.

The onus will be on the contractor to consider expansion or retraction of its staff with the ebb and flow of the building market. Schubert is expecting more building in Lynn Haven with a rebounding market.

The commission also is hoping to bring in an additional $12,000 a year with capital improvement refunding bonds  

The refunding bonds will refinance a bond dating back to 2005, with up to $3 million to be used for infrastructure.

“It’s not going to cost anything,” Schubert said.

The refinancing will work in concert with other debt reduction efforts conducted by the city. Lynn Haven has reduced its total debt by about $10 million in 10 years, to about $19 million. The city has a total debt service payment of $2,513,133 budgeted for the 2015 fiscal year.

Also Tuesday, Lynn Haven staff has proposed renewing lease contracts with the Bay County Property Tax Collector and Dr. Roman Nation. Bay County would pay $19,296 per year or $1,608 a month at 801 Florida Ave. Schubert added that a new roof for the building will be coming this year. Nation will be responsible for $42,059 a year or $3,504 a month at 817 Ohio Ave.

The meeting is at 4 p.m. at 825 Ohio Ave.
