City to pay $140,000 for engineering for State 390

LYNN HAVEN — Lynn Haven City Commissioners could approve on Tuesday an agreement with the Florida Department of Transportation for utility relocation along State 390.

The engineering costs with FDOT's engineer Eutaw are $140,188. Lynn Haven public works' estimate for construction is between $600,000 and $800,000. City Manager Joel Schubert said it is cheaper for the city to piggy back on FDOT engineering work, especially for the identification of potential conflicts.

"That's just the way it goes," Schubert said. "We're all for progress."

Lynn Haven public works has identified five sections of water main and gravity sewer set for replacement. Two water mains 900 and 1,800 feet respectively, are made of asbestos cement and will be replaced by PVC. An iron main, 2,700 feet, is set to be replaced by PVC along with 1,800 feet of gravity sewer line. Public works also suggests a sewer rehabilitation.

Construction of the Lynn Haven portion of State 390 widening is not scheduled until 2018.
Schubert said the commission does not have a choice because the city is required by state law to take care of city owned utilities along 390. He is not expecting any compensation from FDOT.

Also on the meeting agenda is a de-annexation ordinance of a property at 34th Place and State 388. Ryan and Tabitha Williams are requesting the de-annexation because the property is contiguous to another property in Bay County and it would be cost prohibitive to receive city utilities.
Even though de-annexations are rare, Schubert said, city staff recommends approval of the ordinance.

The meeting will be at 4 p.m. Tuesday in City Hall.
