BLACK HISTORY MONTH PROCLAMATION: 4 p.m. at Panama City City Hall, 9 Harrison Ave. Panama City Mayor Greg Brudnicki will sign the 2014 Black History Month Proclamation with support of Naval Surface Warfare Center Panama City Division Diversity Council members. Feb. 16

BLACK HISTORY CELEBRATION: 6 p.m. at the Bay County Public Library, 898 W. 11th St., Panama City. The Bay County NAACP Youth Council presents “Protest Movements: From Preachers to Panthers,” an educational program on how different strategies of protest and activism impacted the Civil Rights movement of the ’60s.
